32 | During the initial investigation visit on 02/16/22, the former center director, Rachel Hendrix (staff S1) was interviewed and denied all allegations. Hendrix stated that the facility has never used an inappropriate form of discipline on a child in care. Hendrix stated that the facility never uses any form of corporal or unusual punishment, infliction of pain, humiliation, intimidation, ridicule, coercion, threat, mental abuse or other actions of a punitive nature including but not limited to: interference with functions of daily living including eating, sleeping or toileting; or withholding of shelter, clothing, medication or aids to physical functioning. Hendrix stated that the facility uses redirection, positive reinforcement, and provides alternate activities to children having behavioral issues. Hendrix stated that on the day of the alleged incident involving C1, she was “in ratio” in the “twos classroom” (a classroom that’s part of the preschool license) and was asked to speak with child C1 regarding C1’s behavior and inappropriate language use inside their classroom. Hendrix stated that C1 was escorted into her classroom by their teacher. Hendrix stated that she spoke with C1 and gave C1 time to calm down before allowing C1 to rejoin their assigned classroom. Hendrix stated that child C1 was never placed in an infant classroom. Hendrix stated that children from the preschool license are never commingled with infants from the infant license.
Hendrix stated that she denies that the facility did not follow the terms of child C1’s court order. Hendrix stated that C1’s guardians have split custody of the child. Hendrix stated that this information was disclosed to the center at the time of enrollment and both guardians completed separate enrollment documents for C1. However, Hendrix stated that a court order was never provided to the facility by either one of C1’s guardians.
On 02/16/22, Hendrix stated that face coverings are required for all staff members and children over age two while indoors. However, children are not forced to wear a face covering. Hendrix stated that children do not wear a face covering while eating or napping. Hendrix stated that although the center makes an effort to enforce masking, some children will still refuse to wear a face covering. Hendrix stated that spare masks are available for children at the center. Hendrix stated that there have been several monthly memos/ newsletters sent out to parents and staff members regarding this mandate and the center’s masking policy. Copies of past memos and newsletters documenting this was provided to the LPA during the investigation. During the LPA’s initial facility visit on 02/16/22, the LPA observed that all staff members were wearing a face covering while indoors and the majority of children present over age two were wearing a face covering while indoors. It should be noted that per the California Department of Public Health (CDPH), effective 03/12/22 face coverings are “strongly recommended” but no longer required in childcare settings. Solano County Department of Public health’s guidance is also in line with the CDPH.
