25 | An annual required inspection was made to the facility by Licensing Program Analyst (LPA), Glenn Ouye. LPA met with Licensee, Dionna Perkins. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. There are currently two adults living in the home. This family child care home partners with Child Start, Inc.
During the inspection the home was toured inside and outside. The licensee and one assistant was supervising nine children and operating within the licensed capacity and ratio requirements. The facility’s operating hours are Monday - Friday, 8:00 AM - 3:00 PM. The floor plan submitted by the licensee was reviewed and verified. The children will have access to the upper and lower child care activity rooms and the downstairs hallway bathroom. The off-limits areas of the home are the two bedrooms and one bathroom on the upper level, living room, dining area, kitchen basement and the garage, and were made inaccessible by means of door locks. The home is clean and organized and was at a comfortable indoor temperature. There were safe toys and equipment available for children. There is a working telephone in the home. The licensee’s pediatric CPR and First Aid certifications were reviewed and expire on August 19, 2025. Items which could pose a danger to children (such as detergents, cleaning compounds, medications, etc.) were observed to be inaccessible to the children. Licensee stated there are no firearms on the premises and none were observed during the inspection. Licensee states that poison insect spray is stored in her keyed lock master bedroom. The regulation that poisons are to be locked using a key or combination lock was reviewed. LPA observed a working smoke detector, carbon monoxide detector and fire extinguisher, rated at least 2A10BC, in the home. The roster of children in care was reviewed and was current. The licensee has conducted an emergency drill within the past six months; the last drill was documented on January 30, 2024. The home's backyard is fully fenced. There is a swimming pools. The swimming pool is made inaccessible with a see through fence and gate which meets regulatory requirements. The children's records were reviewed at 9:45 AM. Facility and personnel files were reviewed and contained required records.
