Licensing Program Analyst (LPA) Glenn Ouye met with Applicant, Miesha Bell to conduct a prelicensing inspection of this combination center's infant program. The center will operate with an infant and preschool program. The application was received on July 27, 2022. The fire clearance was approved on July 28, 2022.

The infant program of the combination center uses two room. One room is the activity area and the other room is the napping room. The indoor activity area square footage was measured and it supports 3 infants. The napping room has sufficient space for cribs or mats. There are sufficient crib and mats for the infants. The sign in and sign out requirement were discussed. The applicant is deciding if they will use a paper sign in & out sheet or BrightWheel program.

The activity room has a changing table that is within arms reach of a sink. There is sufficient equipment, toys and furniture for the children. There is a functioning smoke and carbon monoxide detector and a fire extinguisher rated at 3A40BC.

The outdoor activity area was measured and there is sufficient square footage to meet the capacity needs. The outdoor area is physically separated from the preschool age program.
There is sufficient toys and equipment for the infants. There is sufficient shade and hydration will be achieved with personal sippy cups for each child.

The applicant was provided information regarding the required water lead testing. The applicant has 6 months to complete the lead testing.

The applicant was reminded that all adults 18 years and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per per person will be assessed if this regulation is violated.

LPA reviewed with applicant Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Exit interview conducted and report was reviewed with the applicant, Miesha Bell.

This infant child care center is approved for licensure effective October 5, 2022.
