32 | All staff members corroborated the center directors’ statements about children having access to their water bottles. One staff reported they had been in the classroom when another staff member stopped a child from getting water by telling them “it’s not time for that right now", during another occasion a child was running up to the water bottles and a staff member said “no thank you” and pushed the water bottles away from the child. Another staff member reported they have seen other staff take water bottles away from children to prevent them from drinking from a water bottle that wasn’t their own.
An adult’s interview revealed they had been present and observed a staff member bent over a child and yell at them, causing the child to appear sad, afraid and embarrassed. Adult didn’t catch the name of the staff member, but also observed the same staff tell a child to “sit, sit, sit” and take their water bottle away holding it under their arm, so the child couldn’t use the water bottle anymore due to the child drinking too much water and spitting some out of their mouth. During another instance a child asked to get water and another staff denied them. Another adult reported they heard a staff tell a child “you want me to call your mom” but didn’t hear in what context it was asked. Adult also reported guardians send children to the center with water bottles. Another adult reported some staff is assertive, but didn’t elaborate. The same adult reported some children aren’t used to drinking water from a thermos water bottle so they are given water in Dixie cups. Some children interviews revealed teachers yell but didn’t identify who or what they yell. Other children reported friends yell. All children interviews corroborated they drink water from water bottles, or from Dixie cups which the staff have.
Based on interviews conducted and records reviewed, although the allegations may have happened or are valid, there is not a preponderance of evidence to prove that the alleged violations occurred, therefore the allegations are Unsubstantiated. This report was reviewed and discussed with substitute center director, She was provided with a copy of this CIR; and Appeal Rights. All licensing reports are public information and must be made available upon request for at least three years.
There were no Title 22 deficiencies cited during today’s inspection. |
