25 | A change of location inspection was conducted today by Licensing Program Analyst (LPA), Cindy Castro. An application was received to the department on 09/17/2024 for the change of location. The applicant, Dawnielle Wright was previously licensed as a large family child care home, facility number 483009496. The applicant is currently requesting a license for a capacity of 14 children at her new location. Services will be available Monday - Sunday, 5:00 AM – 12:00 AM. The licensee understands that 24hr consecutive care is prohibited. The residence is a 4 bedroom bedroom/3 bathroom multi-level home with an additional attached fifth bedroom (off-limits). There is currently one adult living in the home. Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.
The floor and yard plans were verified. The applicant has provided proof of Control of Property and a signed Property Owner/Landlord Consent form (LIC9149). The children will have access to the living room (Play Room), one bedroom (nursery), one bathroom and the Den (Classroom). The off-limits areas of the home include the three bedrooms on top floor, two bathrooms on top floor, attached fifth room, garage and backyard. The Den room has a fireplace and is barricaded by a book case. Licensee stated that fireplace will not be utilized. These areas were made inaccessible by child safety knob covers, door latches, child safety gates and key locks. Licensee stated that in the future once landlord makes fixes to the backyard and hazards are removed, she plans on utilizing the backyard. Applicant is advised that the department will have to be notified prior to an off-limits area being used for care and supervision. A new Application for a Family Child Care Home License (LIC 279) and new Facility Sketch (LIC 999A) will be required with updates and prior inspection of the off-limits area to verify hazards have been removed.
