25 | An annual/random inspection was made to the facility by Licensing Program Analyst (LPA), Amy Strother. LPA was greeted at the door by 2 assistants, A1 and A2. A1 and A2 stated that Licensee, Lorena Novoa (L1) was not home at the moment. A1 called L1 who stated she was on her way home and to let LPA inside. When LPA entered the home at 2:12pm LPA observed a young infant (C1) sleeping in an infant swing. The infant swing was positioned next to the couch the two assistants A1 and A2 sat on during nap time. L1 arrived minutes later. LPA requested that L1 set up a play yard to transfer sleeping C1 into. L1 complied with the request. L1 was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
During the inspection the areas used by children were toured inside and outside. During today’s visit A1 and A2 were supervising 13 children and 1 additional child arrived after L1, for a total of 14 children: 2 infants, 10 preschool age, and 2 school-age children. L1 was operating within the licensed capacity and ratio requirements. L1 provided a current roster of children in care as required. LPA verified that the children present were listed on the roster. The facility’s operating hours are Monday-Sunday 6:00am - 11:00pm. The floor plan was updated during today's inspection, and reviewed and verified by LPA. The off-limits areas of the home are, the master bedroom, two other bedrooms and the garage, and are made inaccessible by locks on the doors. The home was observed to be clean and orderly and was at a comfortable indoor temperature. There were safe toys and equipment available for children. There is a working telephone in the home. Items which could pose a danger to children (such as detergents, cleaning compounds, medications, etc.) were observed to be stored out of the reach of children. The licensee stated poisons are stored in her key locked room, with plans of replacing one of the locks on the garage to have the key side inside and moving the storage to the garage.
