The report states that C2 was returned through the gate and C1 was brought to the front door by two unknown adults. The report stated that the police and a code enforcement officer arrived to her home 20-30 minutes later.
Based on records received and an interview conducted with adult (A2) on 11/13/25, a student at neighboring Ridgeway High School reported to A2 that two babies were in the middle of the street (Ridgeway Avenue). A2 stated during the interview that a school employee, A3, went out to Ridgeway Avenue, observing infant C2 walking back to the day care and infant C1 standing on the sidewalk on the high school side of Ridgeway Avenue, the opposite side of street from the day care. A2 reported that A3 took C1’s hand, walking them safely across the street. A2 and A3 made sure C2 went back through the gate, where other children were observed. A2 reported that A2 and A3 then went to the front door of the home, returning C1 to the adult inside the home.
On 11/13/25 LPA received records from Santa Rosa Code Enforcement Division employee, A4. Based on a review of records, letters dated 11/26/2003 and 06/08/2004 were addressed to L1 and sent to L1's home address, from Santa Rosa Code Enforcement. The letters stated that the walls constructed in the garage, dividing it into two rooms and a hall must be removed by obtaining a demolition permit to remove the walls and return the garage to its original use. A statement from Santa Rosa Code Enforcement employee, A1 dated 11/06/25 states that records confirm that no valid building permit exists, authorizing the utility space to be used for sleeping accommodations. Based on A1’s written statement, 3 children were observed sleeping in the detached garage, with the door open and no heat source during a tour of the facility on 11/05/25.
During today's inspection L1 and assistant S1 were supervising a total of 5 children, observed occupying the main home only. During today’s inspection LPA toured the facility, received a current roster of children in care, and conducted interviews with L1 and assistant, S1. L1 stated during the interview that she knew that the gate in the backyard was loose and had moved the safety gate that had been barricading it, to another area to block a space that was muddy from the rain on 11/05/25. L1 stated that at the time of the incident, that she was changing a diaper in the main home while assistant S1 was outside with the remaining 9 children in care. S1 stated that while L1 was inside, it began to rain and she was assisting children up the two patio steps to get all of the children inside. LPA noted that the gate area cannot be seen while standing at the patio steps.
