Licensing Program Analyst (LPA) Glenn Ouye met with Director Trudy Espinoza to conduct a prelicensing visit. The application is for a capacity of eight infants ages 12 months to 24 months. The fire inspection was received by the department on July 25, 2022.

The interior activity space was measured and is sufficient in size to meet the capacity of eight infants. There are sufficient equipment, furniture and toys for the children. There are eight sleeping mats and a changing table within arms reach of a sink. There is a fully charged fire extinguisher rated at 3A40BC, a smoke/carbon monoxide detector. There is a refrigerator to store lunches, snacks, formula and breast milk for the children. LPA Ouye would recommend door latches with a child safety gate so the doors can be left open on warm days. Installing pinch guards on the door jams is also recommended to prevent fingers from being pinched. The sign in and sign out log will be just outside of the classroom.

The outdoor activity area was also measured and is large enough to meet the square footage requirements for eight children. There is shade for the children and age appropriate toys. The director indicated that a second shade sail will be installed to provide more shade for the children. Due to the slope on the asphalt and the age group of children just learning to walk, additional mats would be advisable. The director indicated that she would like to install more mats for fall protection.

The director was reminded that all adults 18 years and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA reviewed with the director the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform.

LPA discussed the safe sleep regulations with the director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Exit interview conducted and report was reviewed with the director, Trudy Espinoza.
LPA Ouye is still reviewing the documents. Upon the completion of the application review and obtaining all additional document, the facility will be approved for licensure.
