S5 stated that they stopped C1 in the parking lot and maintained visual supervision throughout the incident. Additionally, interviews with Staff (S2, S3 & S8) indicated observing the incident and stated that C1 ran to the nearby parking lot, however, was stopped by S5 in the parking lot. Interviews from Staff (S2, S3, S5 & S8) collaborated with LS’s statement.
In addition, interviews from Staff (S8 & S9) stated that normally there are two to three staff assigned to each classroom. When transferring daycare children to the outdoor yard or indoor area, S5 stated that staff would count the children beforehand. S8 stated that the children hold onto a rope during transition and S9 stated that staff and children hold hands during the transition.
Based on the information gathered during this investigation, although the allegations may have happened or is valid, there is not a preponderance of evidence to prove that the allegations occurred and therefore are determined to be unsubstantiated. There were no Title 22 deficiencies cited. This report was reviewed and discussed with Licensee, Zoe Teeter. Appeal rights were provided. Notice of Site Visit shall be posted for 30 days from today's visit. |
