On Wednesday March 20, 2024, at 10:30 AM, Licensing Program Analyst, (LPA) LPA Melissa Domantaymet with facility representative Zoe Teeter, for the purpose of an announced pre-licensing follow up inspection to reassess the outdoor play space dedicated to the infant and toddler center program. The facility will operate Monday through Friday from 8:00 AM to 5:00 PM. The fire clearance was granted on 3/12/2024. LPA toured the indoor and outdoor areas of the facility and observed adequate age-appropriate equipment for children to utilize.

There is one outdoor area on the property for the infant and toddler children to utilize as a shared outdoor play yard. The physical fence has been installed and complete all around the infant and toddler play yard. Due to the installation of the fence for the outdoor space, the dimensions have been remeasured. The outdoor play area is fenced with a metal iron fence that is at least four feet tall. LPA observed sufficient in quantity age-appropriate equipment and toys. There are shaded areas supplied by trees and awning. The outdoor play yard has sufficient tan bark cushioning in multiple areas of the outdoor play yard to cushion a fall. The playground is free of debris and other hazards. LPA did not observe a play structure or climbing structure in the infant and toddler outdoor play yard. There are no pools, hot tubs, or other bodies of water present.

LPA measured the outdoor activity space. The outdoor total measurements contain a total of 2,721.62 square feet, which will not accommodate Applicant’s request for 38 infants and 10 toddler children. Based on the measurements the outdoor space would accommodate a maximum of 36 children at any given time.

LPA notified Zoe Teeter a request for a waiver will need to be submitted for the infant and toddler outdoor play area to accommodate the maximum capacity of 36 infant and toddler children outdoors at any given time with a set schedule in place.

LPA discussed the following: 100% supervision is required at all times, including in the bathroom; personal rights; inspection authority; reporting requirements; staff to children ratios and capacity; staff qualifications; and maintaining buildings and grounds. LPA discussed with Applicant any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within 10 working days.

Facility representative Zoe Teeter was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Facility representative Zoe Teeter was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
