25 | An unannounced Case Management visit was made to the facility by Licensing Program Analyst (LPA), Amy Strother. LPA met with facility representative, Monika Desor (S3).
On 06/22/26 during an interview with LPA Strother, facility representative, Monika Desor (S3) stated that staff S2 was the toddler teacher, S3 filled in as the preschool teacher and the preschool teacher was the Director.
LPA Strother requested to review S2’s file, specifically S2’s transcripts during the 06/22/26 visit. Based on file review, there was no evidence that S2 had completed 3 unit of infant/toddler education. LPA asked S3 if S2 had completed the required 3 units of infant/toddler education.
At 10:34am S3 looked at S2's transcripts stating, "She said she had experience with toddlers." LPA explained that prior to employment, a toddler teacher shall have completed 3 units in early childhood education related to the care of infants and toddlers from an accredited or approved college or university.
On 09/08/26 LPA conducted an interview with S2. S2 stated that although she believes she has about 20 units in Early Childhood Education, she does not have any units related to infants and toddlers.
The following violation of the California Code of Regulations, Title 22; Division 12, was observed: see LIC 809D. Appeal Rights were provided.
A notice of site visit was given to the facility representative, Monika Desor and must remain posted for 30 days.
Exit interview conducted and report was reviewed with facility representative, Monika Desor.
