On December 5, 2022, Licensing Program Analyst (LPA) Kari McWilliams conducted an unannounced case management inspection. LPA toured the facility and a census was taken. LPA met with facility representative Kimbra Draper. The purpose of today's inspection was to discuss an incident that was reported to the Department on September 27, 2022. A complete file review was conducted prior to today's inspection.

An Unusual Incident Report was submitted to the Fresno Community Care Licensing Office regarding an incident that occurred on September 26, 2022 where Child #1 (C1) reported that they were touched on their “butt and gina” by Child #2 (C2). The incident reportedly happened while the children were playing outside on the bike.

A meeting was held with the parents of C1 on September 27, 2022; during the meeting Teacher Arielle Stone and Facility Representative Kimbra Draper discussed that the classroom would be re-figured so that there would be no “blind spots”, C1 and C2 would have natural separation, all the children would be taught “hands to our own bodies” and personal space. The staff has also set up “zones” for staff to be in the same zone as C1 or C2; and if C1 and C2 are playing together then a staff member is right next to them.

The facility representative had a follow up phone call with the authorized representatives for both C1 and C2 to ensure that there was no follow up questions or concerns and both representatives stated that there were none.During the inspection LPA McWilliams observed the classroom to be open with no blind spots and that the staff were positioned in different zones to ensure the safety of the children.

Exit interview was conducted with facility representative Kimbra Draper.

Per California Code of Regulations Title 22, Division 12, Chapter 1, no deficiency is cited today. Notice of Site Inspection to be posted for 30 days.
