On 05/01/2026, Licensing Program Analysts (LPAs) Priscilla Zamudio and Miguel Herrera conducted a complaint inspection at the facility for the purpose of delivering the findings to the above allegation listed. LPAs met with Assistant Director, Ariel Babbitt, toured the facility, and conducted a census. During the investigation, interviews with the reporting party and staff, as well as LPA's observations on multiple occasions, confirmed that staff did not ensure the child care center is clean.

During the course of the investigation, LPA Zamudio conducted interviews with the reporting party, staff and parents. Interviews and LPA observations revealed that classroom floors, furniture, restrooms and outdoor play areas were not well maintained. In the “Twos” classroom, the floor areas around tables were stained and sticky. In the restroom, LPA observed dirt and grime on step stool and floor corners. Toilets were unflushed with urine stains on toilet seats. Toilet bases also showed exposed rusty bolts and grime. Toilet paper was scattered throughout the restroom. In the outdoors, children's socks were in the mud and several cleansing wipes were scattered on the ground.

Based upon the information gathered and interviews conducted, this agency determined that the preponderance of evidence standard has been met, therefore the above allegations are found to be SUBSTANTIATED.
Per California Code of Regulations, Title 22, Division 12, Chapter 1, deficiencies will be cited (see 9099-D). Exit interview conducted with the Assistant Director, Ariel Babbitt.

A copy of this report and Appeal Rights were provided and discussed. A Notice of Site Visit (LIC 9213) form will be posted on the facility's parent's board and must remain posted for 30 days.
