25 | On 06/16/2026, Licensing Program Analyst (LPA) Valerie Mireles met with Director Sonja Stephens for an unannounced Case Management inspection. A complete file review was conducted prior to today's inspection. LPA toured the facility inside, outside and a census was taken. There were seven infants supervised by two infant teachers at the time of the inspection. The purpose of today's inspection was to address an unusual incident that took place at the facility on 06/04/2026.
An Unusual Incident Report was submitted to the Fresno Community Care Licensing (CCL) Office regarding an incident that occurred, on 06/04/2026, involving a daycare infant that fell asleep while in a low chair in the infant classroom. According to Director Stephens, the parent of the infant was observing live cameras of the classroom when they observed their infant appear to be falling asleep while still in a low chair. The parent contacted Director Stephens, who went into the classroom to advise Staff #1 to remove the infant from the low chair, remove the bib, and place the infant on their sleep cot. Staff #1 removed the infant from the chair, and abruptly pulled the bib off from the infant's neck upward over the child's head, startling the infant and causing the infant to wake up and cry. The infant did not sustain any injuries.
At the time of the incident there were three infant teachers, and approximately 10 infants present in the classroom where the incident occurred; therefore, adequate supervision was in place. Based on the information obtained, LPA determined reporting requirements were met. An internal investigation was completed by Childtime Children's Center and based on their internal investigation, it was decided by the licensee to terminate Staff #1's employment effective 06/09/2026 for not following company policy.
LPA obtained facility records and requested camera footage from 06/04/2026. This Case Management inspection requires further investigation.
Per the California Code of Regulations, Title 22, Division 12, Chapter 1, no deficiency was cited during today’s inspection. Exit interview conducted with Director Sonja Stephens.
