25 | On 07/01/2024, Licensing Program Analyst (LPA) Valerie Mireles conducted an unannounced Case Management Inspection- Deficiencies for the preschool license. LPA met with Director, Janet Guthmiller and a census was taken. There were 13 preschool children present being supervised by three staff. LPA toured the facility, inside and outside.
During today’s inspection, LPA observed Staff#1 working in the kitchen at the facility and identified themself. According to the Guardian Roster, Staff #1 is Not Eligible and the determination for exemption has been closed. Director Guthmiller stated that Staff #1 has been coming to the facility Monday thru Friday for approximately 1.5 hours for about a month and receives a paycheck. Director Guthmiller asked Staff#1 to leave while LPA was present. This poses an immediate risk to the health, safety and personal rights to children in care.
Exit interview conducted with the Director, Janet Guthmiller. Per California Code of Regulations, Title 22, Division 12, Chapter 1, this deficiency is cited on the attached LIC 809D. This report shall be made available to the public upon request. LIC 9213 Notice of Site Visit is provided and required to be posted for 30 days.
Upon receipt of a Type A violation, licensee shall post and provide copies of this licensing report to parents/guardians of children in care at the facility and to parents/guardians of children newly enrolled at the facility during the next 12 months. A copy of the Fact Sheet - Child Care Parent Notification Requirements and a copy of LIC 9224 Acknowledgement of Receipt of Licensing Reports was given to Director Janet Guthmiller.
