On 10/8/24, Licensing Program Analyst (LPA) Joseph Pacheco conducted an unannounced Case Management inspection and met with Licensee, Amanda Gonzales. Also present was Director, Stephanie Albrigo. LPA toured the inside and outside of the facility. The licensee is Amanda Gonzales and she is requesting a capacity increase from 8 infant children to 16 infant children. Facility currently operates in the Minnow Room and is requesting to add the Starfish Room. This program currently operates year round, Monday – Friday from 7:30 am – 5:00 pm. This facility also has a preschool license (503810136). Licensee stated that the parents will provide all food and snacks along with infant formula and diapers. Facility does have a supply on hand of these items in the event a child is sent to school without them. No kitchen area was observed. Ill children will be isolated in the Director’s office and utilize the staff bathroom in the lobby building. Cleaning supplies are inaccessible to children.
The classrooms were observed to be clean and free of toxins. LPA observed that the furniture and equipment in the classrooms appeared to be safe and in good condition. The facility has working carbon monoxide detectors in each classroom. LPA observed that there are plenty of tables, chairs and cubbies. LPA observed plenty of age appropriate items & toys.
Room measurements for both infant classrooms were taken and reviewed with Licensee. The total inside infant area of all classrooms measured to an approximate 753 square feet which will accommodate the requested capacity of 16 infant children. There is a total of 2 sinks/hand washing fixtures which will accommodate the requested capacity. Facility gets drinking water delivered from a water delivery service. Parents will provide children with water bottles to fill from home. Staff will fill up children’s water bottles and the children will utilize the water bottles to drink water during indoor activities and take them outside during outdoor activities. Facility has cups on hand in case a parent forgets to send their child to school without a water bottle.
The outdoor activity area measured to an approximate 821 square feet which will only accommodate up to 10 infant children. Licensee is requesting a waiver for staggered use of the outdoor activity space. No high climbing play equipment was observed. A sand box was also observed but covered. Shade is provided by a shade tarp. The equipment observed appeared to be age appropriate.

 LPA reminded Licensee to make sure they maintain visual supervision of children at all times.

A fire clearance for 16 infant children in the Starfish Room and Minnow Room was granted by the Turlock Fire Department on 9/26/24.

Pending a final file review and management approval of the waiver for the infant outdoor activity area, a recommendation will be made to license the Minnow Room and Starfish Room for a capacity of 16 infant children.

Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, no deficiencies are cited.

Exit interview conducted and report was reviewed with Licensee, Amanda Gonzales.

A notice of site visit was given to Licensee and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. A copy of this report is to remain in the facility for public review. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
