On 9/18/24 at 9:30 am, Licensing Program Analyst (LPA), Joseph Pacheco conducted an announced Pre-Licensing inspection for a change of ownership. Upon arrival, LPA met with Director, Leslie Wright. Applicant is requesting to be licensed for 45 preschoolers ages 2-6 in the Preschool and Pre-K classrooms. This facility will operate on a traditional school year schedule. Hours of operation will be Monday – Friday, 7:30 am – 5:45 pm.
All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Director that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Director stated that they will be in an inaccessible cabinet in the classroom the child attends. A fully equipped first aid kit is located in the kitchen cabinet and near the front door of the Pre-K classroom. There is also a first aid kit in a cabinet in the Preschool Classroom. There is an operational carbon monoxide detector on site located in each classroom. All required licensing documents were observed posted on the parent board of each classroom. Children will be signed in and out at the entrance of the Pre-K classroom and staff will escort them to their respective classrooms.
LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured to an approximate 2,078 square feet which is sufficient to accommodate the requested overall capacity of 45 Children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via a water dispenser from a water vendor service. Children bring water bottles from home to consume water. Facility has cups on hand in case a child forgets their water bottle. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 6/25/24 by the City of Modesto Fire Department.
LPA observed a total of 5 sinks and 3 toilets available for children’s use. These are sufficient to accommodate the requested overall capacity of 45 preschool children. There is a separate staff restroom equipped with a toilet and a sink adjacent to the Director’s office.

The isolation area for children who are ill will be the Director’s office located in the Pre-K classroom and ill children will utilize the staff bathroom.
Facility will provide an AM and PM snack. Parents provide their children with lunch or they can choose to enroll their child in the hot lunch program for an extra fee. Facility has a supply of food on hand in case the child’s parent forgets to send them with a lunch and they are not enrolled in the hot lunch program. The kitchen area currently includes a refrigerator, freezer, oven, stove and dishwasher. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. AM and PM snack are prepared on site but the lunches for the children who are enrolled in the hot lunch program are prepared at an offsite location and delivered daily. Hazardous items in kitchen are inaccessible to children via a locked door.
The facility currently has a fully fenced playground area for each component. Chain link fencing is at least four feet high. The total square footage for all the outdoor activity space for the preschool is an approximate 8,125 square feet which is sufficient to accommodate the requested capacity. Shade is provided via a shade structure over the high climbing play equipment. There is a mature tree that provides additional shade. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the preschool playground which appeared to be age appropriate and is properly anchored. Director was advised to obtain the manufacturers specifications and keep a copy on file in the facility records. There is adequate cushioning in fall zones of climber provided by rubber chip cushioning. Children’s water bottles are filled by staff with drinking water from the water vendor service and taken outside with them during outdoor activities. LPA observed all hazardous items on the playground to be inaccessible to children. Director was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

Director, Leslie Wright was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA reviewed with Director the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Director was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. No corrections are needed. A license for 45 preschool children will be granted upon a final file review.

Exit interview conducted and report was reviewed with Director, Leslie Wright. A copy of this report is to be maintained in the facility for public review.
