On 8/9/24 at 12:30 pm, Licensing Program Analyst (LPA), Joseph Pacheco conducted an announced Pre-Licensing inspection for a preschool and toddler component. Facility is currently licensed for 40 preschool children ages 3-5 (License number 503608903). Upon arrival, LPA met with Keyes Union School District Supervisor/Coach Randi Wajdowicz. Licensee will be Keyes Union School District. Applicant is requesting to be licensed for 36 preschoolers ages 3-5 in classrooms A & C and 16 toddlers ages 18 months - 36 months in Classroom B. Classrooms A & B share one building. Classroom C is in a separate building. Hours of operation for preschool will be Monday – Friday, 8:00 am – 2:00 pm with full day and part day options. Hours of operation for Toddlers will be Monday – Friday 7:30 am – 3:30 pm. This facility operates on a traditional school year schedule.
All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Supervisor that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Supervisor stated that they will be in in the red medical backpack in each classroom. A fully equipped first aid kit is located in the red medical backpack of each room. There is an operational carbon monoxide detector on site located in each classroom. All required licensing documents were observed posted in each classroom. Preschool license is posted in Classroom A. Each class will have its own sign in and sign out area.
LPA continued to tour the facility and measured all indoor and outdoor activity spaces. Total indoor activity space for the toddler classroom measured to an approximate 842 square feet which is sufficient to accommodate the requested capacity of 16 toddlers. Total indoor activity space for the preschool classrooms measured to an approximate 1,525 square feet which is sufficient to accommodate the requested capacity of 36 preschool children. LPs observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping mats, bookshelves, and other activity supplies for the children.
Drinking water is available via a water vendor service. Staff fill water pitchers for each classroom during indoor activities. Facility provides paper cups.

LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. This facility is pending a fire clearance from the Stanislaus County Fire Prevention Bureau. Supervisor stated the facility had a fire safety inspection on 7/30/24.
Changing table for the toddlers is still in the process of being delivered. Supervisor stated the changing table has padding that is at least one inch thick with padding covered with moisture-resistant, washable material. Sides of the changing table will be at least 3” high and the changing table will be placed in the toddler bathroom and installed next to a portable sink so that it’s within arm’s reach of a sink while in use. Diapering sink will not used for meal preparation or dishwashing. Sleep logs will be kept in the toddler classroom on a clip board near the front entrance of the room. Needs and Services Plans will be kept in the toddler classroom on a clipboard near the bathroom.
LPA observed a total of 3 sinks and 4 toilets available for children’s use in the preschool classrooms. LPA observed 1 toilet and 2 sinks in the toddler classroom. These are sufficient to accommodate the requested overall capacity of 36 preschool children and 16 toddler children. There is a separate staff restroom equipped with a toilet and a sink between Classrooms A and B and in Classroom C. The isolation area for children who are ill will be in the staff office in either building and will utilize the staff bathroom in either building.
Facility will provide all meals. Breakfast and Lunch will be prepared off-site at a centralized kitchen and delivered to the facility daily. Snacks will be prepared onsite.
The facility currently has two fully fenced playground areas. One is for preschool children and one is for toddler children. Chain link fencing surrounding the perimeter of each outdoor space is at least four feet high. The total square footage of the outdoor activity space for the preschool is 8,616 square feet which is sufficient to accommodate the requested capacity of 36 preschool children. The total square footage for all the outdoor activity space for toddlers is 4,273 square feet which is sufficient to accommodate the requested capacity of 16 toddlers. Shade is provided via a shade structure in each outdoor space.
Mature trees provide additional shade in the preschool outdoor area. There are sufficient outdoor age-appropriate toys and play equipment available on the playgrounds. There is a swing and a high climbing structure on the preschool playground for children which are properly anchored. There is adequate cushioning in fall zones of climber provided by rubber cushioning. No high climbing play equipment was observed in the toddler outdoor activity area. Drinking water is available via water fountains and filtered pitchers that Supervisor stated will be brought outside for the toddlers. Preschool children will utilize the drinking fountains in the preschool outdoor area. LPA observed construction underway of a new wall along the rear perimeter of the premises which is inaccessible to children via temporary fencing. Supervisor was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

The following corrections are needed prior to the issuance of a license for the preschool and toddler component:

Inside Facility:

1) Installation of a changing table for the toddler children that is within arms reach of a sink while in use.

Supervisor, Randi Wajdowicz understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.

Pending a final file review, completion of the above item and an approved fire clearance, a recommendation will be made to license this facility for 36 preschool children and 16 toddler children.

LPA reviewed with Supervisor the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

LPA discussed the safe sleep regulations with Supervisor and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Supervisor was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
