On 3/24/25, Licensing Program Analyst (LPA) Joseph Pacheco conducted unannounced Case Management inspection and met with Director, Brandy McCormick. LPA toured the inside and outside of the facility. The licensee is Keyes Union School District and they are requesting a capacity increase from 5 toddlers to 16 toddlers ages 18 months – 36 months. Facility currently operates its toddler component in Classroom B. This program currently operates its toddler component Monday – Friday from 7:30 am – 3:30 pm. This facility also has a preschool component which operates in classrooms A & C, Monday – Friday 8:00 am – 2:00 pm with full day and part day options. The preschool component operates on a traditional school year schedule while the toddler component operates year round. Facility provides all meals. Breakfast and Lunch is prepared off-site at a centralized kitchen and delivered to the facility daily. Snacks will be prepared onsite. The isolation area for children who are ill will be in the staff office in either building and will utilize the staff bathroom in either building. Cleaning supplies are inaccessible to children.
The toddler classroom was observed to be clean and free of toxins. LPA observed that the furniture and equipment in the toddler classroom appeared to be safe and in good condition. There is an operational carbon monoxide detector on site located in each classroom. LPA observed that there are plenty of tables, chairs and cubbies. LPA observed plenty of age appropriate items & toys.
Room measurements for the toddler classroom was taken and reviewed with Director. The total inside area of the toddler classroom measured to an approximate 842 square feet which will accommodate the requested capacity of 16 toddler children. There is a total of 2 sinks/hand washing fixtures and 1 toilet which will accommodate the requested capacity. Drinking water is available via a water vendor service. Staff fill water pitchers for each classroom during indoor activities. Facility provides paper cups. Drinking water is available via water fountains and filtered pitchers that Director stated will be brought outside for the toddlers.
The outdoor activity area measured to an approximate 4,273 square feet which will accommodate the requested capacity of 16 toddler children. No high climbing play equipment was observed in the toddler outdoor activity area. Shade is provided via a shade structure. There are sufficient outdoor age-appropriate toys and play equipment available on the playground.

LPA reminded Director to make sure they maintain visual supervision of children at all times.

A fire clearance for 16 toddler children in classroom B was granted by the Stanislaus County Fire Prevention Bureau on 3/11/25

Pending a final file review a recommendation will be made to license the above classroom for a capacity of 16 toddler children.

Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, no deficiencies are cited.

Exit interview conducted and report was reviewed with Director, Brandy McCormick.

A notice of site visit was given to Director and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. A copy of this report is to remain in the facility for public review.
