On 3/19/25 at 9:45 am, Licensing Program Analyst (LPA), Joe Pacheco conducted an announced Pre-Licensing inspection for a conversion to a single license facility due to facility wanting to add the toddler component. Upon arrival, LPA met with Applicant, Amanda Gonzales. Facility is currently licensed for 33 preschool children (503810136) and 16 infant children (503810245). Applicant is requesting to be licensed for 24 preschoolers ages 2-5 years old in the Angelfish and Goldfish classrooms; 9 toddlers ages 18 months – 36 months in the Rainbowfish classroom; 16 infants ages 0-24 months in Minnow and Starfish classrooms. Hours of operation will be Monday – Friday, 7:00 am – 5:30 pm. This facility will operate year round.
All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Applicant that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Applicant stated stored in a locked box in each classroom. A fully equipped first aid kit is located in the teacher cabinets in the classrooms. There is an operational carbon monoxide detector on site located in each classroom. All required licensing documents were observed posted in each classroom. Children will be signed in and out electronically in each classroom using the Brightwheel app.
LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space for the preschool classrooms measured to an approximate 910 square feet, which is sufficient to accommodate the requested overall capacity of 24 preschool children. Total indoor activity space for the toddler classroom measured to an approximate 285 square feet, which will only accommodate a maximum capacity of 8 toddler children based on Title 22 requirements of 35 square feet per child. Total indoor activity space for the infant classrooms measured to an approximate 754 square feet, which is sufficient to accommodate the requested overall capacity of 16 infant children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping mats, cribs, bookshelves, and other activity supplies for the children. edges, splinters, or points, nor made of small parts that can present a choking hazard. Drinking water is available in the classrooms via a water delivery service. Parents will provide children with water bottles to fill from home. Staff will fill up children’s water bottles and the children will utilize the water bottles to drink water during indoor activities and take them outside during outdoor activities. Facility has cups on hand in case a parent forgets to send their child to school without a water bottle. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 2/12/25 by the City of Turlock Fire Department.
In the infant room(s) high chairs and feeding tables have broad-based legs, plastic seats are in good repair and trays lock onto chairs. High chairs are made of washable, moisture-resistant material. Changing tables have at least 1” padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3” high and the changing table is within arm’s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Cribs meet regulatory requirements. Crib area is separated from activity space via a partition. This barrier is at least four feet high and made of sound absorbing material. A staff member will have to be in the crib area to provide visual supervision when infant children are napping. Sleep logs are kept in in the child’s classroom. Needs and Services Plans and Sleep Plans are also kept in the child’s classroom.
LPA observed one bathroom inside the Angelfish (Preschool) classroom that contained 1 sink and 1 toilet. There is a second bathroom located across the hallway from the Goldfish (Preschool) classroom that contains 3 toilets and 3 sinks. In the bathroom near the Goldfish classroom 1 toilet and 1 sink will be for use by toddler children only and the other two toilets and two sinks will be for preschool children’s use. The toilet to be used by the toddlers will be the first toilet stall on the left as you enter the bathroom. Applicant understands that toddler children and preschool children can’t use the bathroom at the same time. LPA observed a total of 3 sinks and 3 toilets available for preschool children’s use which is sufficient to accommodate the requested capacity of 24 preschool children. LPA observed a total of 1 sink and 1 toilet which is sufficient to accommodate the requested capacity of 8 toddler children. LPA observed a total of 2 sinks which is sufficient to accommodate the requested capacity of 16 infant children. There is a separate staff restroom near the Goldfish classroom equipped with 2 toilets and 2 sinks. The isolation area for children who are ill will be the Director’s office and they will utilize the staff bathroom in the lobby building.
Parents will provide infant formula, diapers and all meals. Facility does have a supply of these items in the event a child is sent to school without them. No kitchen area was observed.
The facility currently has two fully fenced playground areas. One area is designated for the preschool children and Applicant has submitted a waiver request to have infants and toddlers share the second outdoor

area at separate times. Chain link fencing surrounds the preschool outdoor area and is at least four feet high. The total square footage for all the outdoor activity space for the preschool measured to an approximate 5,439 square feet which is sufficient to accommodate the requested capacity of 24 preschool children. Wrought iron fencing surrounds the outdoor area to be shared by infants and toddlers and is at least four feet high. The total square footage for all the outdoor activity space to be shared by infants and toddlers measured to an approximate 822 square feet which will accommodate a maximum of 10 children at one time. Shade in the preschool outdoor area is provided via a seated picnic area with a shade structure. Shade in the outdoor area to be shared by infants and toddlers is provided by a shade tarp. There are sufficient outdoor age-appropriate toys and play equipment available on each playground. There is a climbing structure on the preschool playground which is properly anchored. No high climbing play equipment was observed in the outdoor area to be shared by infants and toddlers. There is adequate cushioning in fall zones of climber in the preschool outdoor area provided by rubber chip cushioning. Staff will fill up children’s water bottles and the children will take them outside during outdoor activities. Facility has cups on hand in case a parent forgets to send their child to school without a water bottle. LPA observed all hazardous items on the playgrounds to be inaccessible to children. Applicant was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).



Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA reviewed with Applicant the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

LPA discussed the safe sleep regulations with Applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed Applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. No corrections are needed. Pending approval by management of the waiver to have infants and toddlers share the same outdoor space at separate times and a final file review, a license for 24 preschoolers, 8 toddlers, and 16 infant children will be granted.

Exit interview conducted and report was reviewed with Applicant, Amanda Gonzales. A copy of this report is to remain in the facility for public review.
