On 12/18/2024, Licensing Program Analyst (LPA) Aurelio Mendoza conducted an unannounced Annual Random Inspection at the home of Licensee Blanca Ortiz. Also present during the visit were Staff #1 and Staff #2 (S1/S2). Licensee communicates in Spanish. The facility operates Monday through Friday from 7:30 AM to 5:00 PM.

LPA toured the home inside and outside and took a census of the children in care. A review of the facility sketch confirmed that the great room, kitchen, dining room, and downstairs bathroom are used for childcare. All other areas of the home are off-limits to children and are made inaccessible through the use of baby gates and locks. The home has no swimming pool, other bodies of water, firearms, or ammunition on the premises. No poisons were observed during the inspection, and hazardous items such as detergents, cleaning compounds, and medications were stored out of children’s reach. The fireplace in the great room is blocked by a large wooden storage box and will not be used during daycare hours. The home is equipped with a functioning fire extinguisher, smoke detector, carbon monoxide detector, and adequate heating and ventilation to ensure safety and comfort. Safe toys and play equipment were observed. The home also has a working phone line, and the phone number was confirmed as (209) 552-1005.

This is a two-story home, and the stairs are gated with a child safety gate when children under the age of five are present. Licensee ensures that children in care are supervised at all times and understands that children must not be left in parked vehicles. The outdoor play area in the backyard is fenced and free from hazards. The capacity, as specified on the license, is being maintained.

LPA reviewed a sample of children’s files and found all emergency information to be complete. Licensee’s Mandated Reporter Training is valid through June 2025, and her pediatric CPR/First Aid certification is valid through January 2026. A review of records confirmed that all employees and volunteers have required immunizations for influenza (declination statements for influenza on file), pertussis, and measles on file.

LPA reminded the licensee that all adults aged 18 and older residing or working in the home must have a criminal record clearance or exemption before being present in the facility. Any violations of this regulation are subject to civil penalties of $100 per day for up to 5 days, or 30 days for repeat violations. LPA also reviewed safe sleep regulations with the licensee and provided the Child Care Licensing Safe Sleep webpage (https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep) as a resource. Licensee was also advised to check the United States Consumer Product Safety Commission (CPSC) website (https://www.cpsc.gov/) for recalls on infant equipment and to register any infant devices with the CPSC to receive notifications about recalls.

Incidental Medical Services (IMS) policy was discussed. Licensee was informed that when IMS is provided, a Plan for Providing IMS must be submitted to the Department. For more information, Licensee was referred to PIN 22-02-CCP. ADA-related resources were also shared, including the U.S. Department of Justice toll-free ADA Information Line at (800) 514-0301 (voice) or (800) 514-0383 (TTY) and the publication “Commonly Asked Questions About Child Care Centers and the ADA,” available at https://www.ada.gov/resources/child-care-centers/.

LPA discussed additional resources available on the Community Care Licensing website (www.ccld.ca.gov), including forms, regulations, Provider Information Notices (PINs), and Quarterly Updates. Licensee was informed about the MyChildCarePlan.org website, which connects families to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. LPA encouraged the licensee to complete a survey that may be sent to the email address provided to share feedback on the new inspection process. During the exit interview, the licensee confirmed that no Registered Sex Offenders are living at the facility, which LPA verified via the RSO profile in FAS.

Per Title 22, Division 12, of the California Code of Regulations, no deficiencies were cited during this inspection. The licensee was provided with Appeal Rights and the LIC 9213 Notice of Site Visit, which must remain posted for 30 days. This report will be made available to the public upon request.
