25 | On 11/26/2024, Licensing Program Analyst (LPA) Valerie Mireles conducted an unannounced Annual Random Inspection and was met by licensee Tanya Spielman. Also present were licensee’s two assistants and a student intern. LPA toured the home inside, outside and a census was taken. There were six children at the time of the inspection. Days and hours of operation are Monday–Friday from 7:30 AM-6:30 PM.
LPA reviewed current facility sketch and confirmed that the playroom, family room, living room, kitchen, office, downstairs bathroom and fenced backyard are used for providing care and are accessible to children. There are age-appropriate toys, games, learning materials, child sized table and chairs available to the children. All other rooms are off-limits and made inaccessible by use of a child safety gate and doorknob spinners. No poisons were observed during the inspection. Detergents, cleaning compounds, medication and other hazardous items are made inaccessible. There is one fireplace in the home located in the living room and is made inaccessible by a glass door and will not be in use during daycare hours. There is a working fire extinguisher, smoke detector, carbon monoxide detector and adequate heating and ventilation for safety and comfort. All firearms and ammunition are stored in safes and locked separately in an inaccessible area. This is a two-story home and stairs are gated with a child safety gate when children under age 5 years old are present.
Licensee ensures that children in care are supervised at all times and is aware children shall not be left in parked vehicles. Safe toys and play equipment are observed. The outdoor play area in the backyard is fenced and there are no hazards to children present. There are tricycles, swings, play structure, ball pit and a trampoline. There is a built-in swimming pool in the backyard which is fenced and made inaccessible. The pool gate is self-latching, self-closing and opens away from the swimming pool. No windows or doors have direct access to the pool area. Licensee was advised that effective 01/01/2025, all childcare facilities licensed by CCL by law will be required to adhere to AB2866-The Pool Safety Act. According to Health & Safety Code 1596.814, additional safety features will be required, which are listed in AB2866. A full text of AB2866 is available in the attached link: https://leginfo.legislature.ca.gov/faces/billTextClient.xhtml?bill_id=202320240AB2866. Additional information will be provided in an upcoming PIN and available on the Department’s website at www.ccld.ca.gov. Continued to LIC809-C.
