25 | On 03/14/2024, Licensing Program Analyst (LPA) Valerie Mireles conducted an unannounced Triennial Required Inspection and was met by licensee Tara Weber. LPA reviewed current facility sketch and confirmed that the daycare room, living room, kitchen, and bathroom are used for providing care and are accessible to children. All other rooms are off-limits and made inaccessible by doorknob spinners. Days and hours of operation are Monday – Friday from 7:00 a.m. to 5:30 p.m.
LPA toured the home inside, outside, and a census was taken. Upon LPA’s arrival at 12:30 p.m., LPA visually observed 11 children in care supervised by Licensee during naptime: one infant was on a bouncer, three children were laying on sleep cots, and seven children were in play yards. LPA observed Child #1, (age 2 years, 4 months) and Child #2 (age 2 years, 4 months) continuously climbing out of their play yards. Licensee placed Child #1 and #2 back into the play yard several times, telling them, “No.” LPA visually observed Licensee spank Child #1 on the buttocks; Child #1 proceeded to cry for several minutes and lay in the play yard. LPA visually and audibly observed Licensee to have an inappropriate crime documentary on the television in the daycare room during naptime. This may potentially frighten, traumatize and/ or cause distress in children in care. Approximately 30 minutes after LPA’s arrival, Child #1, Child #2, Child #3 were picked up by their respective parents. At approximately 3:00 p.m., Child #4 was picked up by their respective parent and Staff #2 arrived with Child #1, Child #2, and Child #4, bringing Licensee back into capacity.
There is a built-in swimming pool and jacuzzi in the backyard which has an "Always Safe" net, with holes approximately 3.5"x3.5", covering and made inaccessible. Licensee states that the backyard is off-limits; however, there are windows and a sliding door that have direct access to the swimming pool. Licensee has 30 days to make the pool safe for the health and safety of children in care and be in compliance with Title 22 Regulations.
