32 | Licensee has two infants enrolled in the facility and were present during the time of the inspection. Licensee understands that there shall be one play yard for each infant in care, however licensee stated that the infants are old enough to pull themselves from the play yard therefore she uses sleeping cots for the infants. Licensee understands that play yards should be kept free from all loose articles and objects while infants are sleeping, and there should be no objects hanging above or attached to the play yard. Per licensee infants are not swaddled while in care. Licensee provided proof of physically checking on infants every fifteen minutes, however the sleeping logs had missing/incomplete information. Licensee understood that she must physically check on infants every fifteen minutes document any sign of distress, which includes but is not limited to flushed skin color, increase in body temperature, restlessness, and labored breathing on a sleeping log. Licensee understands that sleeping infants should be visually observed through an open door if sleeping in a separate room. Licensee stated that infants are placed in their back when they are sleeping and she has the form LIC 9227 on file for each infant to document and inform parents when they are able to roll over during their sleep.
Capacity as specified on the license is being maintained. LPA reviewed a sample of children’s files and observed files were complete with emergency information as required. LPA Herrera observed that one out of the five files observed had missing/incomplete immunizations records. Licensee’s Mandated Reporter training was expired on 09/16/2023. Licensee’s pediatric CPR/First Aid expires on 06/2024. A review of records indicated that Licensee’s assistant had immunization records on file for influenza, pertussis, and measles and had a current Mandated Reporter training on file.
LPA discussed the Community Care Licensing website www.ccld.ca.gov which will provide access to resources such as forms, regulations Provider Information Notices (PINs), and Quarterly Updates. LPA discussed Reporting Requirements as outlined in the regulations (Section 102416.2).
Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
