25 | Licensing Program Analyst (LPA) Aurelio Mendoza conducted an unannounced case management – other inspection at this Large Family Child Care Home and met with Licensee Serrina Mendoza. This visit was consultative and focused on reviewing staffing ratios and capacity requirements under Title 22, Division 12, Section 102416.5.
LPA explained that when an assistant provider is present, the home may care for up to 12 children, including the licensee’s own children under age 10, the assistant’s children under age 10, and any other children in the home. LPA clarified that no more than 4 infants may be in care within this 12-child capacity. LPA also reviewed the requirements under Health and Safety Code section 1597.465 for operating at a capacity of 13 or 14 children. These requirements include having 1 child enrolled in and attending kindergarten or elementary school, having 1 child who is at least 6 years old, ensuring no more than 3 infants are in care, notifying parents that the home may have up to 14 children present, and obtaining written landlord consent if the home is rented or leased. LPA reminded the licensee that documentation verifying school enrollment and attendance for school-age children under age 6, as well as proof of parent notification, must be kept in each child’s file.
LPA further clarified that if an assistant provider is not present, the licensee must follow Small Family Child Care Home ratios and capacity limits, which may not exceed 8 children and must meet the required infant and school-age criteria.
A copy of the applicable regulations, including Title 22 Section 102416.5 and related Health and Safety Code sections, was provided and reviewed during the visit. LPA answered questions and offered technical assistance to support continued compliance.
No deficiencies were cited during today’s inspection. An exit interview was conducted, and a copy of this report, LIC 9058 (Appeal Rights), and LIC 9213 (Notice of Site Visit) were provided. The licensee was reminded that the LIC 9213 must remain posted for 30 days.
