On June 16, 2023 at 12:30 PM, Licensing Program Analyst (LPA) J. Helton conducted an unannounced complaint inspection and met with Assistant Shawn Meyer. It was alleged children were not be fed adequately, not receiving enough water; children are being yelled at and forced to nap, and facility was not kept free of pests, specifically flies.

Licensee and Assistant were interviewed during the initial visit; meals and water availability was explained to LPA. Children are provided with different color cups, that stay on the counter in their spots and are filled with each meal and anytime the child asks for water. Licensee stated the only time water may be refused, is if the child has already had some and during nap, they are requesting more as a way to procrastinate going to sleep. Breakfast is offered around 8:00 AM, both stated some children will eat, and some will wait or just have a snack because they already ate at home. Lunch is provided around 11:00 AM and snacks are available after naps and if on field trip. Licensee stated she always has granola bars, snack bars, and crackers for snacks. Continued on LIC9099C

Both explained that lunch that day was a peanut butter sandwich, cucumbers and cantaloup. Both stated there is always a vegetable and/or fruit for each meal and snacks. LPA observed the water cups and was witness to the clean up from lunch. On February 9, 2023, LPA observed breakfast being prepared, and on March 8, 2023, LPA observed children waking from naps and having snacks. Licensee and assistant both denied that children are yelled at or forced to nap. They are all required to stay quiet and rest on their sleep mats. Some children sleep and some just rest. LPA observed nap time, and one child was not sleeping. Observed Assistant going to child and reminding him quietly and calmly to stay resting and let his other friend’s sleep. Both licensee and assistant stated they have pest control. LPA did not observe any pests, or specifically flies in the home during the visit.

Between the dates of February 14 and April 6, 2023 during recent complaints, LPA interview 8 client/parents (P1-P8), 6 were successful All client/parents interviewed did not have any concern regarding yelling or any harm being caused to children while in care. No client/parents voiced any additional concerns.

Although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred, and the findings are unsubstantiated.

Exit interview conducted and report was reviewed with the Licensee Chelsea Meyer.
A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. reinforcement.
