On 3/21/25 at 10:05am, Licensing Program Analyst (LPA) Elizabeth Friese conducted an unannounced complaint inspection and met with licensee Maria Vasquez-Melendrez. It was alleged that a provider yelled at children in care, specifically that an assistant yelled at a daycare child very rudely in Spanish.

The licensee was interviewed on 3/6/25 at 11:15am and denied the allegation. She stated that there was an instance recently when her assistant spoke in a firm manner to a child who was spitting at others (C1), but believes it was appropriate for the situation and in no way a violation of personal rights. She does not recall exactly what was said. Five children (C1-C5) from 2-4 years old were interviewed on 3/6/25 between 11:40am and 12:05pm and 4 observed that they liked their daycare, all their "teachers" were nice, and never mean. C5 was nonverbal with LPA. All children appeared to be very comfortable in their surroundings.

Between 3/11/25 and 3/18/25, 5 parents and 1 staff (S1) were interviewed. All parents reported being extremely pleased with the care and supervision provided with no concerns. None ever witnessed yelling of any kind. S1 reported that they do occasionally speak firmly when correcting behaviors but never yell or speak inappropriately to the children.

Based on this investigation, the findings are unsubstantiated. Although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred.

Exit interview conducted and report was reviewed with the licensee Maria Vasquez-Melendrez. Appeal rights were provided.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
