On 04/02/25 at 2:00 PM, Licensing Program Analysts (LPA) Noah Wheeler and Kiriko Lynch conducted an unannounced complaint inspection, and met with Director Jolene Edwards. It was alleged that staff is operating out of ratio, specifically staff is being left in classroom without aides and facility is out of ratio. It was also alleged staff is falsifying attendance records, specifically staff is marking children as sick when they are on vacation.
The Director was interviewed on 01/30/25 at 01:30 PM and she stated that the facility operates with strict adherence to required ratios. She stated the preschool classroom maintains a 1:8 ratio, but often exceeds that with additional staff, and the toddler program consistently followed a 1:4 ratio. She stated if additional staff were needed, they had multiple qualified individuals available, including herself and another staff in the office that would step in as necessary. Also, she stated attendance records are accurate and properly documented at all times, and they do not falsify records under any circumstances. Seven staff (S1-S7) were interviewed on 01/29/25 and 04/01/25. Staff (S2-S7) refuted the allegations stating they always maintain proper ratios and accurate records at the facility while staff (S1) stated they were left alone with children as a not fully qualified teacher.

Five parents (P1-P5) were interviewed on 03/10/25 and 04/01/25. Parents (P1-P2) stated they had been asked to sign an attendance record that did not show the correct vacation and sick days that they had scheduled. Parents (P3-P5) stated they had not observed teachers out of ratio or attendance records being falsified. During today’s inspection, the facility was toured, and LPAs observed adequate care and supervision provided to children.

Although the allegations may have happened or are valid, there is not a preponderance of the evidence to prove that the alleged violations occurred, and the findings are unsubstantiated. Exit interview conducted and report was reviewed with the Director Jolene Edwards. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
