13 | On 01/30/2025 at 1:30 PM, Licensing Program Analysts (LPA) Noah Wheeler and Kiriko Lynch conducted an unannounced complaint inspection visit, and met with Director Jolene Edwards. It was alleged that an uncleared adult was supervising daycare children.
The director was interviewed on 01/30/2025, and did not deny the allegation. The director stated that she believed that while working on the exemption process the staff could work until the staff was cleared. During the complaint investigation, interviews with staff revealed that a staff member S1 had worked at the facility as an associate teacher from March 2024 – December 2024 without a criminal record clearance. Records were reviewed and it was determined that S1 did not receive a criminal record exemption until 3/20/25.
Based on the evidence obtained, the preponderance of evidence standard has been met, therefore the above allegation is found to be substantiated. California Code of Regulations, (Title 22), is being cited on the attached LIC 9099D.
LPA Noah Wheeler informed Director Jolene Edwards that this report dated 4/2/25 documents one Type A citation which shall be posted for 30 consecutive days as there is an immediate risk to the health, safety, or personal rights of children in care.
Also, LPA Noah Wheeler informed Director Jolene Edwards to provide a copy of this licensing report dated 4/2/25 that documents any Type A citation to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.
Exit interview conducted and report was reviewed with Director Jolene Edwards. Appeal rights were provided. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. |
