A prelicensing inspection was conducted today at 11am by Licensing Program Analyst (LPA), J. Snow. LPA met with applicant/licensee/facility representative Tessa Buell. The applicant/licensee is requesting a license for 24 Preschoolers in one room with 2 bathrooms. The facility will operate Monday-Friday, 7:45 am to 12:30 pm in Building #35 & follow the school year vacation schedule. The room is shared with another licensed program ALPS VIEW CHILD CARE CENTER (535405377) operating from 12:30 - 4:30pm. The children will stay in place for a full day of care; transition time for staff from both programs from 12:15-12:30 (plan on file). The facility will have the posed hours clearly stated on the Parent Board near the door. The fire clearance was approved on 7/22/2024.
The indoor and outdoor activity spaces were toured, and the facility sketch was verified. The following areas will be off limits to children: the kitchen will be locked. There is a full kitchen in the building where meals and snacks are prepared. This is a half day program with no nap scheduled, they have cots available if needed (the afternoon facility program has a rest/nap time). The isolation area for sick children will be located in the office located in the same building. There is no body of water, stairs requiring a barricade or weapons on premises per Tessa Buell. There is safe and age-appropriate furniture, toys, and play equipment available for children.

Both outdoor play areas (Yard A & Yard B) are fully fenced. Yard A is just outside the classroom with no climbing structures. There are several sand boxes and the facility will check them each morning prior to outdoor play. Yard B is just across the walking path and has a large climbing structure with 2 slides that has posted signage for ages 2-5 years.

A capacity worksheet was completed during the visit. Inside square footage in room WEAA was measured at 1,320 square feet. There are 2 bathrooms with 5 toilets, a urinal and 2 sinks available for children, located in the room. Outside square footage in Yard A measures 3,020 square feet & Yard B measures 2,560 square feet . There is enough indoor & outdoor space (in each yard), toilets sinks etc to accommodate the requested capacity of 24 preschool children.

Tessa Buell was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.
Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. A Plan for Providing IMS was submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ)

LPA reviewed with Tessa Buell the LIC 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted. LPA discussed the safe sleep regulations with Tessa Buell and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep, as an additional resource. LPA also informed Tessa Buell of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Tessa Buell was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Exit interview conducted and report was reviewed with the Tessa Buell. Please include their name.
