On 02/05/26, at 2:45 pm, Licensing Program Analysts (LPA) Noah Wheeler and Kiriko Lynch conducted an unannounced complaint inspection at the facility and met with administrator Jolene Edwards. It was alleged that staff are commingling day care children, more specifically, an infant was not kept separate from a group several toddlers.

The administrator was interviewed on 10/30/2025 at 1:00 pm, admitted to the allegation, and disclosed that an infant was commingled with toddlers when the infant first started in care. During the investigation seven staff (S1-S7) were interviewed on 01/22/2026, and three parents (P1-P3) were interviewed on 02/02/2026. Two witnesses stated that they saw one infant commingled with three toddlers. During today’s inspection, the facility was toured, and LPAs observed adequate supervision and care being provided to children in care.

Based on the evidence obtained, the preponderance of evidence standard has been met, therefore the above allegation is found to be substantiated. California Code of Regulations, (Title 22), is being cited on the attached LIC 9099-D.

Exit interview conducted and report was reviewed with the administrator Jolene Edwards, and appeal rights and notice of site visit were provided. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
