25 | On 7/18/23, Licensing Program Analyst (LPA) Jessika Thompson met with Director Patricia Zuniga for an unannounced case management inspection. A complete file review was conducted prior to today's inspection. LPA toured the facility, and a census was taken. The purpose of today’s inspection was to address an unusual incident reported to Fresno Community Care Licensing office, on 6/13/2023, regarding a parent who acted aggressively toward their child while at the child care facility. Today, LPA interviewed staff and obtained additional information regarding the occurrence.
Staff reported that on 6/12/2023, a parent arrived to the facility to pick up their child (Child #1), after being called by staff due to behavioral concerns regarding Child #1. Staff stated the the parent entered the facility, went directly into the classroom, picked Child #1 up by the arm, and began hitting the child with a shoe in front of the attending staff member and other children present within the classroom. Staff stated that the parent then took Child #1 outside and continued to hit the child, before driving away from the facility.
Director reported that law enforcement was called approximately ten minutes after the parent began hitting the child in the classroom. Director stated that she contacted Child Protective Services and filed a Suspected Child Abuse Report (SCAR) the same day. Director stated that Visalia Police came to the facility and interviewed teachers.
Director reported that 6/12/2023 was Child #1's last day in care. Director reported that subsequent to the incident occurring, staff provided support to children who witnessed the occurrence. Parents were also notified. Director stated that the she will be hosting a staff training within the upcoming weeks addressing effective strategies when handling or witnessing parents exhibit verbally or physically aggressive behaviors toward children.
Per California Code of Regulations, Title 22, Division 12, no deficiency was cited during today's inspection. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with Director Zuniga. |
