On July 11, 2023, Licensing Program Analyst (LPA) Nancy Her conducted an announced case management inspection and met with Preschool Director, Jennifer Stimpel. LPA explained the reason of the inspection and a tour of the center was conducted both inside and outside. This is a change in capacity. The applicant is requesting an increase from 15 preschoolers to 24 preschoolers. This program will operate from August to June Monday through Friday 7:30 AM to 5:30 PM. This program will operate in classroom labeled #1 & #2.

Breakfast and Lunch will be provided parents. Jennifer stated that they have a plan in place in case parents forget to bring their children food. Staff & Ill children will utilize the bathroom located inside the Church. Ill children will be isolated in the church next to the staff bathroom. The classrooms were observed to be clean and free of toxins. The cleaning items will be stored underneath the sink which has a lock in place. LPA observed that the furniture and equipment appeared to be safe and in good condition. A working carbon monoxide is installed. LPA reviewed with Site Supervisor, that any future changes to the classrooms are required to ensure that furniture does not tip over on to children, the furniture are to be anchored or situated that tipping does not occur. Classroom changes of furniture shall be situated that 100% visual supervision is always provided to children in care.

Assembly Bill 2370, Chapter 676, Statutes of 2018 requires all Child Care Centers (CCCs) that are located in buildings constructed before January 1, 2010 to test their drinking water for lead contamination by January 1, 2023 and every 5 years thereafter. This facility is not subject to testing requirements at this time.

Room measurements were taken and reviewed with Ms. Stimpel. Classroom 1 measured to an approximate 618 square feet which will accommodate 17 children. Classroom 2 measured to an approximate 269 square feet which will accommodate 7 children. Preschool Director understands that children's equipment needs to match the licensed capacity. There is adequate storage space available for children's belongings. Toys and equipment are age appropriate. There is a total of 3 toilets and 2 sinks/hand washing fixtures which will accommodate the requested capacity. Ms. Stimpel stated that they will use water jugs with disposable cups for children to drink water.

The approximate outside square footage is 2,500 which will accommodate the requested capacity of 24 preschool children. The preschoolers have its own play yard that has a fence all around.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Preschool Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

The following will need to be corrected before licensure:

· Updated 200A capacity to match measured capacity

· Board of Resolution with updated capacity request

· Fire Clearance

· Outlet cover in the restroom

· Teeter Totter on playground needs new handlebars and to be painted

· There is black dirt on the walls, this will need to be cleaned.
