On 04/25/2025, An unannounced complaint inspection was conducted by Licensing Program Analyst (LPA), Christopher Burnias. LPA was greeted by Director, Kimberly Dagliero Sa. LPA toured the facility and census was taken. The purpose of today’s inspection is to deliver findings for the above allegation. During the course of the investigation, LPA interviewed staff, parents, reviewed and obtained facility records, and conducted observations of the facility.

Based on the investigation conducted through interviews, it was revealed that a school aged child (C1) that is not enrolled at the facility was witnessed on one or more occasions, holding an infant that attends the facility. C1 is not a qualified assistant at the facility and therefore should not be holding infants in care.
Based upon information gathered through interviews, the preponderance of evidence standard has been met, therefore, the above allegation is found to be SUBSTANTIATED.

Director will submit a written plan to the Department detailing how they will ensure infants are not being held by other children. Director will ensure that only qualified staff will hold and care for infants.

Based on information obtained through interviews, it was revealed that a school age child that does not attend the facility has on one or more occasions, held an infant that attends the facility. This poses a potential risk to the health, safety, and personal rights of children in care.
