On 08/15/2022, Licensing Program Analyst’s (LPA) Pete Espinoza conducted an announced prelicensing inspection and met with Kim Dagliero-Sa, Director. LPA explained the reason of the inspection and a tour of the center was conducted both inside and outside. The center is on the grounds of Tulare First Baptist Church located at 468 N. Cherry St. in Tulare 93274. The applicant is requesting a capacity of 8 infant children ages 0 to 2 years. This program will operate year-round from 7:0 AM to 5:30 PM, Monday through Friday. Director stated parents will sign-in child in office and then parents will escort child to Infant Room.
Director stated the facility does not provide meals. Director stated parents will provide all meals including breakfast, lunch and snacks. Ill children will be isolated in the office and use staff restroom adjacent to office. The classroom was observed to be clean and free of toxins. LPA observed that the furniture and equipment appeared to be safe and in good condition. There are enough tables, chairs, cots, and plenty of toys for children to play. LPA also reminded There is a working carbon monoxide detector in each classroom.
Room measurements were taken and reviewed with Director. The total inside preschool area measured to an approximate 309 square feet which will accommodate the requested capacity of 8 infant children at a time. There is a separate sleeping area that will accommodate up to 4 portable cribs. There is adequate storage space available for children's belongings in the classroom. Toys and equipment appear to be age appropriate. Infant Room has a changing table and a sink within arm’s reach that will be available to children for handwashing if, needed. There is a total of 1 toilets and 1 sinks/hand washing fixtures which will accommodate the requested capacity of 8 infant children.
The outside play area will be shared with 2-year-old classroom. Director will submit a request for waiver to share outside play area with 2-year-old classroom. Director stated children will use play area on alternating basis and will not commingle children from 2-year-old classroom with children from Infant Classroom. The approximate outside square footage for the play area is 1.705 which will accommodate requested capacity of 8 infant Children. The play area is gated all around. LPA observed age appropriate toys and structure. There is a large patio cover to provide shade where children can rest and get water.
A fire clearance for 10 infant children was approved & granted by the Tulare Fire Department on 08/09/2022.

This facility does not plan to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Pending a final file review and completion of above items, a recommendation will be made to license the above facility for the requested capacity of 8 Infant children.
