On September 10, 2026, Licensing Program Analysts (LPA) Paul Garcia conducted an unannounced complaint inspection. LPA met with Malinda and Teddie Velte and explained that the purpose of the inspection was to deliver the findings for the pending complaint investigation.

On July 20, 2026, the Fresno South Regional Office received a complaint that alleged a personal rights violation, which presented a risk to children.

The complaint was referred to the Community Care Licensing (CCL) Investigations Branch (IB) on July 20, 2026, and was assigned to Investigator Julio Rodriguez. After conducting interviews with children and staff, Investigator Rodriguez returned the complaint investigation to the Fresno South Regional Office, noting that the allegation lacked credibility based on the evidence obtained.

LPA Garcia conducted additional interviews with parents and staff and made further observations, which also determined that the allegation was not substantiated by the evidence obtained.

Based on observation, interview and record review by the Community Care Licensing Investigations Branch and the Fresno South Regional Office there is not a preponderance of evidence to prove whether the alleged violation did or did not occur, therefore, the allegation is deemed UNSUBSTANTIATED.

Per Title 22, Division 12, Chapter 3, of the California Code of Regulations, no deficiencies are cited.

An exit interview was conducted and report was reviewed with the facility representative Malinda and Teddie Velte.

A notice of site visit was issued and must remain posted for 30 days.
Appeal rights were discussed and issued.
