On 10/16/2025, Licensing Program Analysts (LPA’s) Christopher Burnias and Lady Cabrera conducted an unannounced complaint inspection at the facility. The purpose of the inspection was to deliver the findings for the above allegations. LPA met with Licensee Teresa Navarro and toured the facility. Licensee is Spanish speaking and LPA Cabrera assisted with translation. During the course of the investigation, LPA interviewed Licensee, staff, witnesses, and made observations at the facility.

Investigation revealed that an interaction occurred between Licensee and a family member of a day care child. According to witnesses the Spanish word “lloron” was used in conversation. The word “lloron” is Spanish slang for “crybaby”. Slang words are words whose meanings are complex and may be used differently in different cultures and can come across as inappropriate. According to Licensee, they used the word to describe the child’s excessive crying behavior and was not intended for use in an offensive manner. Interviews revealed inconsistencies as to whether or not the personal rights of a child were violated.
