On December 20, 2024, Licensing Program Analysts (LPA) Christopher Burnias and Nohemi Sanchez arrived at the facility to conduct an unannounced complaint investigation. LPA's met with Licensee Gloria Padilla. Licensee is Spanish speaking and LPA Nohemi Sanchez assisted with interpretation. LPA's took a census, toured the facility and interviewed Licensee.

During the complaint investigation, Licensee self admitted that she did place an infant in her bedroom to sleep. Licensee showed LPA a photo that she took of the child asleep in her room. The photo showed the Licensee's husband in bed with the infant asleep covered with a blanket. Departmental records show that all bedrooms of the home were declared as off limits areas of the day care home. Based on observation of the photo and information provided by Licensee, LPA determined that the Licensee placed the infant in an off limits room, and neglected to place the sleeping infant in a crib or play yard as required by California Code of Regulations.

Based on statements and documents provided by Licensee, the preponderance of evidence has been met, that Licensee did not ensure safe sleep practices were followed for children in care and Licensee provided care and supervision in an off-limits area of the home. Therefore, the above allegations are found to be SUBSTANTIATED.

Per Title 22 Division 12 Chapter 3 of the California Code of Regulations the following deficiency is being cited on the attached LIC 9099D.

LPA's Christopher Burnias and Nohemi Sanchez informed licensee Gloria Padilla that this report dated 12/20/2024 documents two Type A citations which shall be posted for 30 consecutive days as there was an immediate risk to the health, safety, or personal rights of children in care. Also, LPA's Christopher Burnias and Nohemi Sanchez informed the licensee to provide a copy of this licensing report dated 12/20/2024 that documents any Type A citations to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.


Exit interview conducted with Licensee Gloria Padilla. Notice of Site Visit Form to be posted to parent's board and must remain posted for 30 days.
