25 | On April 6, 2026, Licensing Program Analysts (LPAs) Xona Xayavong and Jose Ruiz conducted an unannounced case management—licensee-initiated inspection. LPAs met with Licensee Bernadina Gomez Araujo. Licensee is Spanish speaking, and Licensee's husband/assistant assisted with translation. Also present was Licensee’s husband/assistant. LPAs toured the inside and outside of the facility, and a census was taken. The purpose of today’s inspection was to inspect the extension room to be utilized for day care use.
Previously, the areas accessible to children in care included the kitchen, dining room, bathroom, living room, daycare room, and backyard. Licensee provided an updated facility sketch and approved building safety and inspection card from the City of Tulare. Areas now accessible to children in care are the kitchen and bathroom (inside the house), daycare room, bathroom (inside the day care room), and backyard. All other rooms are off-limits and made inaccessible by doorknob spinners, gates, locks, and door locks.
LPAs observed the converted daycare room had a kitchenette and bathroom inside. LPAs observed no hazardous items accessible to children in care. As of today, April 6, 2026, the extension room can be utilized for children in care.
During the course of the inspection, LPA Xayavong informed Licensee that the verbiage on the original LIC 809 generated on April 6, 2026, had been changed, and a new LIC 809 generated on April 7, 2026, now supersedes it. Licensee stated that she understood and had no follow-up questions.
An exit interview was conducted, and the report was reviewed with Licensee Bernadina Gomez Araujo. Per Title 22, Division 12, Chapter 3 of the California Code of Regulations, no deficiencies were cited. Licensee was provided with appeal rights. This report shall be made available to the public upon request. LIC 9213 Notice of Site Visit was provided and is required to be posted for 30 days.
