On 01/20/2023, Licensing Program Analyst (LPA) Gloria Reyes and Licensing Program Manager (LPM), Cynthia Brannon conducted an announced prelicensing inspection and met with Program Director, Hanadi Rousan. LPA and LPM explained the reason of the inspection and a tour of the center was conducted both inside and outside. The center is located at Snowden Elementary School. This is a new facility and the applicant is requesting a capacity of 24 preschool children ages 2-6 years old. This program will operate on a traditional school year program. This facility will provide full-time from 8:00 AM to 5:00 PM, Monday through Friday. This program will operate in Preschool Classroom #3.

Hanadi Rousan stated that the center will provide breakfast, lunch and afternoon snack. Meals will be prepared by the School Cafeteria and brought to classroom. Staff will utilize the restroom in the school office. Ill children will be isolated in the school office.

The classroom was observed to be clean and free of toxins. LPA and LPM observed that the furniture and equipment appeared to be safe and in good condition. There are enough tables, chairs, cots, and plenty of toys for children to play.

LPA and LPM reviewed with Program Director, Hanadi Rousan that any future changes to the classroom are required to ensure that furniture does not tip over on to children, the furniture are to be anchored or situated that tipping does not occur. Classroom changes of furniture shall be situated that 100% visual supervision is always provided to children in care.

Room measurements were taken and reviewed with Program Director, Hanadi Rousan. The total inside preschool area measured to an approximate 906 square feet which will accommodate the requested capacity of 24 preschool children. There is adequate storage space available for children's belongings in the classroom. Toys and equipment appear to be age appropriate. There is a total of 2 toilets and 2 sinks/hand washing fixtures which will accommodate the requested capacity of 24 preschool children. There is a water fountain inside and outside the classroom that will be turned off and not used for consumption. The off-limit staff area has a drinking fountain and handwashing faucet that will not be used for meal prep or consumption for children. Hanadi Rousan will be using Culligan Water Services with cup dispenser and disposable cups for inside drinking water. Hanadi Rousan will be providing bottle water for outdoor drinking water for children. Hanadi Rousan stated that bottle water will be labeled with children’s names.

The approximate outside square footage for the preschool area is 7602 which will accommodate requested capacity of 24 Preschool Children. The preschool play area is gated and fenced. LPA and LPM observed age appropriate toys, a bike path, and play structure. Per, Hanadi Rousan stated that she will be replacing the age appropriate sticker for the climbing structure. This sticker will reflect ages 2 to 6. Applicant is using the rubber chips to cushion fall zones. There is shade available where children can rest and get water via mature trees and permanent shade structure. The shade structure has cushioning wrapped around the metal poles. Ms. Hanadi will send in photos of cement repair and exterior building repair to licensing. Repairs were being made during today’s inspection.

A fire clearance of 24 preschool children was approved and granted by the Farmersville Fire Department on 01/18/23.

This facility plans to provide Incidental Medical Services – IMS. Hanadi Rousan was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Pending a final file review, a recommendation will be made to license the above facility for the requested capacity of 24 preschool children.
