25 | On 03/27/2024, Licensing Program Analysts (LPAs) Nancy Her and certified Spanish Speaking LPA Claribel Soto, conducted an announced pre-licensing inspection and met with Applicant, Jose Camilo. LPA reviewed the reason of the inspection and a tour of the center was conducted both inside and outside. The center is located at address 12883 Avenue 419, Orosi, CA 93647. This is a new facility and the applicant is requesting 36 preschool children ages 2-6. This program will operate year-round. This facility will provide full-time care from 5:30 AM to 5:30 PM Monday through Friday. This program will operate in three classrooms. Applicant is aware to contact the Fresno Community Care Licensing for a change in classrooms and/or change in capacity.
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
Jose Camilo stated that the parents will bring food from home. Staff will utilize the hallway bathroom. Ill children will be isolated in the isolation area in the directors office and utilize the staff bathroom.
The classrooms were observed to be clean and free of toxins. The classrooms were not set up for child care use. LPAs could not verify that there are enough tables, cubbies, chairs, mats or plenty of toys for children to play. LPAs reminded applicant to not store anything on top of high bookcases that could potentially fall on children. There are working combination smoke detectors and carbon monoxide detectors in classrooms, located on the ceiling.
LPA reviewed with Applicant, Jose Camilo, that classrooms are required to ensure that furniture does not tip over on to children, the furniture are to be anchored or situated that tipping does not occur. Classroom changes of furniture shall be situated that 100% visual supervision is always provided to children in care.
