On 07/07/2026 Licensing Program Analyst (LPA) Shane Loftus conducted an unannounced inspection of the Child Care Center (CCC) to deliver findings regarding the allegation noted above. LPA met with Rachael Ylizaliturri, Director of the CCC, and explained the purpose of the inspection. LPA in the company of the Director toured the interior and exterior of the CCC. LPA notes nine (9) children are in care at the time of the inspection, along with two (2) staff providing care and supervision.

The investigation included two unannounced inspections and interviews. Interviews were conducted with the reporting party, CCC staff, and parents of children currently and formerly enrolled. LPA notes children in care were not interviewed as part of this investigation.

LPA’s interviews did not corroborate the allegation noted above. LPA interviews found that children’s health, safety, and personal rights are always maintained while in care. LPA’s interviews found that staff use developmentally appropriate guidance and communication practices when interacting with children.

Staff denied using inappropriate language or speaking to children in a manner that would violate children’s personal rights. Parents reported that they have not observed or received reports of staff speaking to children inappropriately and expressed no concerns regarding staff interactions with children.

Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove that the alleged violation did or did not occur, therefore, the allegation is UNSUBSTANTIATED.

An exit interview was conducted with Director, Rachael Ylizaliturri. Director was provided with Appeal Rights (LIC 9058) and a Notice of Site Visit (LIC 9213). Notice of Site Visit must be posted for 30 days or a civil penalty of $100 may apply.
