At 2:30 p.m., Licensing Program Analyst (LPA), Esther Cortez conducted a subsequent complaint visit for the above allegation. LPA met with carestaff Rolando Vidug and explained the reason for the visit. Administrator, Charito Ramirez was unable to be present during today's visit, and designated carestaff Rolando to review and sign report.

On 06/26/2024, LPAs Esther Cortez and Laura Villanueva began the complaint investigation. LPA Cortez investigated the allegation "Staff are not maintaining a comfortable environment for resident", while LPA Villanueva investigated the unlicensed child care allegation; which falls outside the jurisdiction of Community Care Licensing. LPAs Cortez and Villanueva toured the facility, interviewed two (2) clients, one (1) individual visiting a client, and staff. During today's visit the LPA conducted five (5) client interviews and one (1) staff interview. Report will continue on LIC9099-C.

On the allegation "Staff are not maintaining a comfortable environment for resident "; it is the concern of the reporting party that due to children being taken care of in the home staff are not maintaining a comfortable environment for a client as the children cause the client to feel anxious. It was further reported that the crying children cause the client to feel anxious, and that staff asks clients to help with the children when staff run out on errands. To investigate the allegation LPA Cortez conducted a plant tour and conducted interviews during the investigation. On 06/26/2024 LPA Cortez and Villanueva observed Staff #1 taking care of a child, who is related to the staff, and leaving the residents unsupervised, which was addressed under a separate cover. Staff and resident interviews revealed that children were being taken care of in the home as staff had children who were family visit them. However, all clients stated that they were not uncomfortable with the presence of the children, with some clients stating that the children brought them joy and are sad they do not visit anymore. Additionally, all clients stated that the children coming to visit, did not interfere with the care being provided to them by the staff and denied being asked to take care of the children. Lastly, staff interviews revealed that the children have stopped regularly visiting staff, only visit once in a while, and there is always two staff present when the children visit. Based on interviews the allegation above is deemed unsubstantiated at this time.
