On August 29, 2024 Licensing Program Analysts (LPAs) Aaliyah Zendejas and Shane Loftus conducted an unannounced annual/random inspection. LPAs met with Licensees Leonor Fernandez and Guadalupe Fernandez and advised them of the purpose of the inspection. Licensee provided LPAs a tour of the home inside and out. At the time of inspection there were 8 children under the care and supervision of the licensees and one assistant. Licensee denies having guns/ammunition in the home.

LPAs observed required Licensing required documents posted prominently at the entrance. Fire and earthquake drills are being documented every six months. Last drill was conducted on June 3, 2024. Fire extinguisher 2A10BC mounted on the wall inside the home had just expired, but licensees stated that they will either re-service it or buy a new one and provide information to LPA Zendejas. Fire and carbon monoxide detectors were not tested due to it being nap time during time of inspection.

Children in care have access to one room which is specific for day care, one bathroom, and enclosed backyard. Licensee states children are currently napping in the day care room. Diapering needs are being met inside the day care room as well. Children currently eat in the enclosed back yard or inside the classroom if needed. LPA observed 15 minute safe sleep documentation to be fully completed.

Children have access to toys that are age-appropriate inside and outside of the home. There are no bodies of water present at the time of inspection. During the tour, LPAs did not observe any hazards/toxins items accessible to children in care. Knives were being placed above the refrigerator and medications were being placed on the top shelf of a cabinet that children have no access to.

LPAs reviewed four out of four children files. All children files were current. Licensee CPR/first aid is valid through 09/30/2025. Licensee was reminded a licensed child day care provider, administrator, or employee of a licensed child day care facility shall complete the mandated reporter certification AB1207 every two years at www.mandatedreporterca.com Licensee’s mandated reporter certification is valid through 09/20/2025.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPAs discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee does currently have infants in care.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the LICENSEES, Leonor and Guadalupe Fernandez, confirmed that there are no Registered Sex Offenders living in the facility and LPAs completed the RSO profile in FAS.

There were no deficiencies cited during today’s inspection.

A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.

Exit interview conducted and report was reviewed in with the licensee, Guadalupe Fernandez.
