On July 13, 2026 Licensing Program Analyst (LPA) Giovani Gonzalez conducted an unannounced inspection at the above-mentioned Child Care Center (CCC) to conclude a complaint investigation. LPA met with Director Lorraine Castro and informed them the purpose of the inspection. At the time of the inspection there were 11 children present.

The allegation of Personal Rights - Child sustained unexplained bruising while in care could not be corroborated. Interview with staff revealed they notify parents of injuries that are observed while in care. Further, interviews with parents revealed they are informed verbally, through messages, and through written reports of incidents/injuries that occur at the center. Further, parents interviewed did not report having their children returned to them with unexplained injuries.

The allegation of Personal Rights - Staff spanked child could not be corroborated. Staff interviews revealed they have not spanked or observed other staff spank children in care. Interviews with parents revealed they did not have concerns with the care and supervision provided by the CCC.

Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are unsubstantiated.
