On 05/08/2026 Licensing Program Analyst (LPA) Shane Loftus conducted an unannounced inspection of the Child Care Center (CCC) to deliver findings regarding the allegations noted above. LPA met with Katherine Eclarinal, Director of the CCC, and explained the purpose of the inspection. LPA in the company of the Director toured the interior and exterior of the CCC. LPA notes seventy-six (76) children are in care at the time of the inspection, along with eight (8) staff providing care and supervision.

The investigation included two unannounced inspections, record reviews, and interviews. Interviews were conducted with CCC staff and parents of children currently and formerly enrolled. LPA notes children in care were not interviewed as part of this investigation.

Interviews and documents reviewed did not corroborate the allegations noted above. LPA interviews and records review determined that CCC staff speak to and handle children in care in an appropriate manner.

Interviews found that CCC staff use redirection, address children at eye level, and have a no time out policy. Additionally, LPA interviews and records review determined that the CCC consistently ensures the personal rights of children in care are upheld. LPA notes police reports were obtained and reviewed.

Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove that the alleged violation did or did not occur, therefore, the allegation is UNSUBSTANTIATED.

An exit interview was conducted with Director, Katherine Eclarincal. Director was provided with Appeal Rights (LIC 9058) and a Notice of Site Visit (LIC 9213). Notice of Site Visit must be posted for 30 days or a civil penalty of $100 may apply.
