On May 21, 2024 9:45 AM, Licensing Program Analyst (LPA) Laura Villanueva made an unannounced visit to conduct an Annual/Random Inspection. LPA met with licensee, Fidelia Paniagua and explained the purpose of the inspection. LPA and licensee toured the interior and exterior of the home. Licensee and assistant were caring for 12 children at the time of the inspection.

The home is a 3-bedroom, 3-bath, 1-story home. The licensee uses the playroom, bathroom in playroom. kitchen, and the backyard for childcare. The 3- bedrooms, 2-bathrooms, and garage are off limits and are inaccessible to children in care. Licensee has a secured fence in the backyard. All adults in the home are fingerprint cleared. Cleaning supplies are stored in the locked garage. A regulation 2A10BC fire extinguisher was observed with a service date of 05/06/2024. Licensee is reminded to service or purchase the fire extinguisher yearly. Licensee states that there are firearms and ammunition in the home. LPA observed guns and ammunition are located in a locked safe. Guns and ammunition are stored in boxes.

Kitchen knives are stored out of reach of children. The bathroom to be used for children in care was observed to be clean. LPA observed a can of Glade spray in an unlocked cabinet under the sink and a plug in room deodorizer.. Licensee removed the Glade and the plug in and placed it on a high shelf in the playroom. LPA observed a carbon monoxide and smoke alarm detectors throughout home.

Licensee's Pediatric First Aid/CPR certificate is valid until 01/30/2025. AB 1207 Mandated Reporter Training certificate is valid until 10/04/2025. Licensee last completed an emergency disaster drill on 05/03/2024. All children records were reviewed, LPA observed Identification and Emergency Notification forms (LIC 700) in all files. C1 is missing immunization records. Infant sleeping plan LIC9227 was present in the file. Infant safe sleep is tracked every 15 minutes. LPA observed C1 covered with a blanket while sleeping. LPA reminded Licensee blankets are not permitted while an infant is sleeping. LPA observed an infant bouncer

present in the dining room. No infant was inside. LPA reminded Licensee that bouncers are not permitted. Licensee stated that an infant's mother brought it, but it is not used.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.



Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-
CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/
safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the LICENSEE ****, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
