On June 8, 2026 Licensing Program Analyst (LPA) Giovani Gonzalez conducted an unannounced inspection at the above-mentioned Child Care Center to close a complaint investigation. LPA met with Director Rebecca Delgado and informed them of the purpose of the inspection. At the time of the inspection 33 children and 3 staff present.

The allegation of Ratio – Staff are operating out of ratio was substantiated. Interviews with staff revealed the CCC is regularly out of ratio in the mornings and when staff need to take their breaks. At 9:54AM LPA observed the classroom labeled "Preschool 1" to have 25 children and 2 staff. 1 Type A deficiency is being issued on the attached LIC 9099D.

The allegation of Personal Rights – Children are not allowed to get up from cots was substantiated. Interviews with staff revealed they have been instructed to keep children on their cots after they have woken

On June 8, 2026 Licensing Program Analyst (LPA) Giovani Gonzalez conducted an unannounced inspection at the above-mentioned ChildCare Center to close a complaint investigation. LPA met with Director Rebecca Delgado and informed them of the purpose of the inspection. At the time of the inspection 33 children and 3 staff were present.

The allegation of Qualifications - Unqualified staff are caring for children unsupervised could not be corroberated. Interviews with staff revealed they are aware of who is qualified to care for children independenty. Additionally, staff stated the have not observed unqualified staff to care for children unsupervised. Further, staff without required qualifications stated they have not cared for children without qualified staff supervision.

Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is unsubstantiated.

up due to not having enough staff to be in ratio. 1 Type B deficiency is being issued on the attached LIC 9099D

Based on LPAs observations, interviews which were conducted, documents gathered and/or record review, the preponderance of evidence standard has been met, therefore the above allegations are found SUBSTANTIATED. California Code of Regulations, Title 22, Division 12 or Health and Safety Code, are being cited on the attached LIC 9099D.

For a violation of California Code of Regulations Section 101216.3(a). A previous licensing report was issued on 1/21/2026 giving notice of the same violation. A Civil Penalty has been assessed for repeating the same violation within 12 months.



Upon receipt, provide copies of this licensing report to each parent/guardian of enrolled children and to parents/guardians of newly enrolled children during the next 12 months. Acknowledgement of Receipt LIC 9224 form shall be used for this purpose. LIC 9224 after completed shall be maintained in each child's file. (LIC 9224 was provided to Licensee).

Appeal Rights explained and provided to Director.
