On Janaury 21, 2026, Licensing Program Analyst (LPA) Giovani Gonzalez conducted an unannounced inspection at the abovementioned Child Care Center (CCC) to close a complaint investigation. LPA met with Director Rebecca Delgado and informed them the purpose of the inspection. At the time of the inspection 36 children and 4 staff were present.

The investigation included, staff interviews, record review, parent interviewd and 2 unannonced inspections.

The allegation of staff are operating out of ratio was corroberated. Staff 1, Staff 2, Staff 3, and Staff 5 admitted to being out of ratio in the mornings. Further, Director stated they are out of ratio in the mornings due to call outs or staff running late. 1 Type A deficiency is being issued on the attached LIC 9099D.

The allegation of staff did not maintain required first aid supplies was corroberated. During the intital inspection, LPA Diaz and LPA Alvarez took pictures of the first aid kits. LPA observed the first aide kits to be missing

an antiseptic solution, thermometer, scissors, and tweezers. Further, director stated first aide kits are not replenished as frequently as they should. 1 Type B deficiency is being issued on the attached LIC 9099D. LPA notes the facility has obtained complete first aide kits.

The allegation of facility allowing unqualified staff to provide care and supervision to day-care children was corroborated. An interview with the facilities food specialist revealed they had been supervising children despite not having a child care background. Further, the staff stated they would be left unsupervised to watch the napping children as well. 1 Type B deficiency is being issued on the attached LIC 9099D.

Based on LPAs observations, interviews which were conducted, documents gathered and/or record review, the preponderance of evidence standard has been met, therefore the above allegations are found SUBSTANTIATED. California Code of Regulations, Title 22, Division 12 or Health and Safety Code, are being cited on the attached LIC 9099D

Upon receipt, provide copies of this licensing report to each parent/guardian of enrolled children and to parents/guardians of newly enrolled children during the next 12 months. Acknowledgement of Receipt LIC 9224 form shall be used for this purpose. LIC 9224 after completed shall be maintained in each child's file.

Report was reviewed with Director Rebecca Delgado. Notice of site visit and appeal rights were given.

Staff interviewed revealed when there is an incident, management and parents are notified of the incident through phone calls or a written incident report. Further, parent interviews confirmed they are notified of incidents when they occurr.

The allegation that staff did not ensure that day-care children are served an adequate amount of food portions could not be corroborated. Staff interviews revealed children are allowed to have seconds. Additionally, parent interviews revealed they did not have concerns with the meals provided and stated children were not returned to them hungry.

The allegation of staff are allowing day-care children to play with toys that are hazardous could not be corroborated. Staff that were interviewed revealed they dispose of broken toys when they see them and notify the director as well. LPA did not observe hazardous toys or equipment to be accessible to children in care.

The allegation of Staff served expired food to day-care children could not be corroborated. Staff interviewed did not express concerns of expired food. Further director stated they have not served or asked anyone to serve expired food to the children. LPA observed the kitchen area and observed food to be labeled with dates received and dates opened. Director stated open items have varying use by times as well.

Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore the allegations are unsubstantiated.

Report was reviewed with Director Rebecca Delgado, notice of site visit was given.
