On November 20, 2024 at 01:16 PM Licensing Program Analyst (LPA) Aaliyah Zendejas conducted an unannounced visit to the above mentioned facility (CCC) for the purpose of delivering the findings of a complaint. LPAs met with Director Elizabeth Lundberg and explained the purpose of the visit. LPA conducted a tour of the interior and exterior of the facility with Director. LPA observed a total of 46 children under the care and supervision of 10 staff members.

LPA Zendejas conducted interviews with Director, staff, and parents regarding the above-mentioned allegation as well as reviewed email communication vital to the investigation. LPA David Roman interviewed parents who did not express any concerns that correlated with the above mentioned allegations. LPA Zendejas during staff and director interviews as well as while reading email correspondence did not come to the conclusion that staff were not according day-care children with dignity or handling children in a physically inappropriate manner. On November 20, 2024 Licensing Program Analyst (LPA) Aaliyah Zendejas conducted an unannounced visit to deliver the findings of the above mentioned allegation. LPA met with Director Elizabeth Lundberg and advised her of the purpose of the inspection. Together with the Director, LPA toured the interior and exterior of the facility. At the time of the inspection, there were 46 children under the care and supervision of 10 staff members.
CCLD received a complaint with one allegation stating,CCC Staff did not assist day care child with toileting needs. Upon conducting a review of the potty training policy provided to parents it states, "Staff will assist them in the removal of their soiled clothing" and "Children who have accidents will never be humiliated, punished, or belittled." While conducting staff / director interviews, it was stated that children are expected to be self sufficient and do things on their own if there is an accident, which conflicts with what is being written in the potty training policy. During interviews, it was also stated that a child was placed in clothing that was not theirs and of the opposite gender with marking that could potentially humiliate or belittle the child which also conflicts with that is stated in their policy.CON'D ON LIC9099-C

Email conversations display that the placement in this clothing was a concern of a parent.

Based on LPAs observations, documents gathered and/or record review(s), the preponderance of evidence standard has been met, therefore the above allegation(s) is found SUBSTANTIATED. California Code of Regulations, Title 22, Division 12 or Health and Safety Code, are being cited on the attached LIC 9099D. One type B deficiency is being cited today. See LIC9099-D for details.

A notice of site visit was given and must remain posted for 30 days.

Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

Director is to ensure that all children bring extra pairs of clothing in case of accidents that were to occur. Director is also to change their policies or have a meeting with staff to ensure that they are following the policy regarding potty training. Director is to submit updated policy or agenda of meeting to LPA.

Based on observation and interviews conducted, Center did not comply with the deficiency cited above staff did not follow regulations posted in their handbook and dressed child in clothing that was not theirs whichposes a potential risk to the health, safety and or personal rights of children in care.
